El acto fue encabezado por el Secretario de Educación Pública (SEP), Emilio Chuayfett Chemor, y en ella, el ahora director general de la Conade relevó en el puesto al anterior dirigente, Bernardo de la Garza.
Hasta antes de hacerse cargo de la Conade, Mena Campos había sido en dos ocasiones director general del Instituto Mexiquense de Cultura Física y Deporte (Imcufide), durante las administraciones de Arturo Montiel, y con la actual administración encabezada por Eruviel Avila.
Asimismo, en el currículum del actual director general de la Conade se asienta que es vicepresidente de Clavados de la Federación Internacional de Natación (FINA), además que fungía como uno de los principales miembros del Comité Organizador del Campeonato Mundial de Natación que se celebrará en 2017 en Guadalajara, Jalisco.
