FINA posts proposals for 2013 General Congress
LAUSANNE, SWITZERLAND--Earlier this week, FINA posted the rule proposals that will come before the 2013 General Congress this summer in Barcelona, Spain. This posting adds to the postings for the Technical Congresses which were posted earlier this year. Include with the General Congress proposal are changes to Facility Rules. Note: The post for the General Congress contains:
-1 document with the proposed changes ("CIRC")
-7 architectural schematics ("Facilities")
Among the items up for consideration by the General Congress are:
-creation of a FINA Ethics Panel
-that FINA Bureau members become voting members of the Executive and General Assembly of their national federation
-adding the 200 relays and Mixed Relays to the Short Course Worlds
-allowing long-course times (in additional to short-course times) for entering Short Course Worlds
-adding Mixed Relays to the World Championships
-underwater cameras for disqualification review
-addition a Mixed Team 5K to the World Championships
-extending measurement sensitivity to millimeters (e.g. from "50.0 m" to "50.000 m")
-increase minimum diameter of lane lines from .05m to .10m (maximum remains at .15m)
-making false start ropes optional
-allowing adjustable backstroke starting platforms
-multiple proposal adjusting facility requirements for Diving
