The Moscow meet saw Ruta Meilutyte, Lithuania, better the short-course World Record in the Women's 100 Breaststroke. She won the event in  1:02 .36, going under the  1:02 .70 mark swum by Rebecca Soni, USA, in December 2009.

The Moscow meet also saw the first settings of the short course World Records for the 200 Mixed Relays, which became recognized for World Records on September 25, 2013 following the activation of rule changes made at this past summer's FINA Congress. Both 200 Mixed Relay (Free and Medley) marks were established at the Moscow meet, by teams bettering the existing "world's best time". Both relay marks were subsequently lowered again at the Doha World Cup meet, and the Free mark also was bettered at the Dubai meet in between. Progressions for both the relays are:

 Mixed 200 Free Relay:
1:33 .01, Russia (Moscow World Cup meet)
1:32 .52, Japan  (Dubai World Cup meet)
1:31 .14, France (Doha World Cup meet)

Mixed 200 Medley Relay:
1:41 .70, Russia (Moscow World Cup meet)
1:39 .54, France (Doha World Cup meet)

The 2013 World Cup has three remaining meets, which are in mid-November and will be in eastern Asia.

In related  news , both the Dubai and Doha meets saw controversies related to the treatment of the Israel delegations at the meets. The problems appear to stem from both nations (the United Arab Emirates and Qatar) not officially recognizing the nation of Israel. FINA had taken precautionary measures prior to the meets to help ensure the Israel delegations equal treatment at the meets, following hurdles experienced related to the 2010 Short Course Worlds in Dubai, UAE. However, some unequal treatment of Israel swimmers was seen in both meets, causing FINA to release a statement following the meets, reminding the UAE and Qatar federations of the need to ensure equal rule application to all FINA members.
