2014 UANA WORLD CUP QUALIFICATION EVENT
FOR THE AMERICAS
for 2014 FINA WORLD CUPS FOR MEN AND WOMEN
I. PARTICIPATING TEAMS
There can be a maximum of 8 teams in each category, men and women, representing the four zones of the Americas. The UANA Cup events are qualification tournaments for the World Cups to be held in 2014 for men (Kazakhstan) and women (Russia). The number of teams qualifying for the World Cups will be one for men and one for women
II. COMPETITION PROGRAM
The schedule of activities for these Championships o be held in Los Angeles, California from December 16 – 23, 2013 is the following:

The final competition schedule for both men and women, shall be determined by the number of participating teams and will be prepared at the Technical Congress to be held at the Delegates’ Hotel Tuesday, December 17, 2013. Final rosters shall be presented prior to the first game. All teams’ delegates and referees must be present at the Technical Congress.
III. TEAM DELEGATION
The Organizing Committee will guarantee room and board to a maximum of 18 persons for each team delegation in categories, men and women. Each delegation shall consist of 13 players and 5 supporting personnel, out of which one must be a referee. Each
Delegation must comply with the required room and board fees as specified in section VIII of this Summons.
All delegations must make all the necessary arrangements for the arrival in Los Angeles, California. The Organizing Committee shall provide ground transportation from the Los Angeles International Airport (LAX) to the hotel and returning.
Any team delegation (either team and/or referee) deciding not to use organizing committee’s accommodation package (Hotel, 3 Meals per day, and Local transportation), will NOT receive local transportation and/or meals from Organizer.
IV. REGISTRATION
All teams must be properly registered beforeNovember 15, 2013, by sending the numerical entry for the categories (men and/or women) in which they will participate and the remaining number of the supporting personnel for the delegation (see Annex “A”).
The final submissionof the following documents must occur before December 1, 2013:
(a) Team rosters with cap numbers and the required Information in the registration form (see Annex “B”)
(b) Arrival and departure information (see annex “C”)

Those countries with final entries which later do not participate in the competition will be fined in the amount of $5,000 US dollars. Each delegation is responsible for securing their required visas from the proper Government Institutions.
VISA Letter requests must be received no later than November 8, 2013 in order to avoid delays with government agencies.
V. REFEREES
Participating Federations must send at one referee for each registered team (men and/or women). The U.A.N.A. Technical Committee can use them in any of the games and in any category. The country that registers a team and does not bring a referee shall be fined one thousand dollars (US$2,500) in accordance with U.A.N.A. regulations if there are more than two (2) teams in the competition
VI. FACILITIES
The competition may take place at:
Los Alamitos USA Water Polo National Training Center (if 5-8 teams participate)
The hotel for the teams and the referees will be informed at a later date.
The Organizing Committee will provide ground transportation required for official delegations, who paid Official Organization Committee arrangement, from the hotel to the venues from December 16-23, 2013.
Competition pool, training pool, team hotel, and delegation hotel will be determine within 10 days after determine number of teams participates.
VII. TECHNICAL EQUIPMENT
An electronic timing system will be utilized. The official playing ball shall comply with all the requirements of FINA regulations.
Teams must bring their own playing caps for the games, in compliance with FINA regulations, and must also provide their own practice balls. The Organizing Committee will provide official game balls.
VIII. COSTS
The official delegations from each visiting country participating in these Championships will pay the Organizing Committee the following amounts in U.S. per person per day (which includes 3 meals per day and accommodation).

Payment shall be made in United States dollars. A deposit of $1000 US plus 50% of the costs should be paid at the time of confirming registration for teams desiring accommodations.
Teams registering will be invoiced directly by USA Water Polo.
TEAMS SHOULD NOTE THAT, AFTER NOVEMBER 15TH 2013, THE ORGANIZING COMMITTEE CANNOT GUARANTEE THAT ACCOMMODATION/MEALS/LOCAL TRANSPORTATION WILL BE AVAILABLE FOR TEAMS NOT CONFIRMING ENTRY BY THAT DATE.
Referees that are not members of any official delegation participating in these Championships must make arrangements with the Organizing Committee. ALL REFEREES will be required to stay at a hotel which is separate from
their
the teams. They will be notified as to the location/costs of this accommodation.
Delegations arriving earlier than December 16, 2013, or departing after December 23, 2013, must make their own arrangements with the Organizing Committee.
IX. CLINICS
If possible, there will be referees’ clinics prior and during the Qualification Tournament. FINA will sponsor the clinic and will nominate the lecturer.
X. COMPETITION FORMAT
For these qualification tournament of the following formats will be used depending on the number of participating teams.
(a) 5 to 8 teams
A single qualification round robin will be played among all the teams.
In the final round:
1. one semifinal game will be played between first place and fourth place from the round robin and one semifinal game between second place and third place from the round robin. The winners will play for first place and losers for third place.
(b) 3 to 4 teams
A single round robin will be played among all teams.
In the final round:
1. one semifinal game will be played between the first place and fourth place teams and between the second place and third place teams from the round robin. The winners will play for first place and losers for the third place.
2. With three teams, one game will be played between the second place and third place of the round robin. The winner will play the first place team of the round robin for first place
(c) 2 teams
1. The teams will play a best of three series
