SOUTH CAROLINA SWIMMING COACHES ASSOCIATION (SCSCA)

CONSTITUTION 
Amended July 29, 2025
 

I. NAME: South Carolina Swimming Coaches Association (SCSCA)

 

II. PURPOSE: The purpose of this organization is to work for excellence in conduct and participation of high school swimming in South Carolina.

 

III. STATEMENT OF REGULATION:

A. This Constitution with its by-laws and amendments must adhere to all rules and regulations of the South Carolina High School League. Where there is a conflict, League rules will prevail.

B. This organization is a member of the South Carolina Athletic Coaches Association (SCACA) and will adhere to all rules and regulations of the SCACA. Where there is a conflict, SCACA rules will prevail.


 
IV. MEMBERSHIP:

A. Membership is open to members of the South Carolina Athletic Coaches Association.

B. Members must observe the rules established by the High School League.

C. Dues are $10.00 and must be paid between the summer meeting and December 10th. Dues are renewable on the date of the summer meeting.


 
V. Officers/ Executive Board

A. Officers/Executive Board members are elected to serve two year terms beginning immediately after the summer meeting. 


B. President:

1. Oversees the operation of the association.

2. Conducts business at meetings.

3. Coordinates the efforts of the vice presidents.

4. Is responsible for the conduct of the State Swim Meet.

5. Appoints committees.

6. Cannot serve more than 2 consecutive terms.

7. The President must be elected from the current executive board. This includes Upper, Midland and Lower Vice Presidents, Secretary, Treasurer.

C. Vice Presidents:

1. There shall be three vice presidents.

2. Upper State Vice President - responsible for Regions I and II.

3. Mid-State Vice President - responsible for Regions III and IV.

4. Lower State Vice President - responsible for Regions V.

5. Duties of vice presidents:

a) Responsible for getting information to the coaches in their respective regions.

b) Special duties that are assigned by the President.


 
D. Secretary:

1. Notify members of scheduled meetings.

2. Keep and read minutes.

3. File copies of committee reports.

4. Handle correspondence.
 
E. Treasurer:

1. Handle all the organization's finances.

2. Prepares financial reports and project annual budget.

3. Keep record of income and expenses.
 
F.  Advisor (Past President):

1.  Provides guidance to the President and Executive Board on issues/proposals/grievances.
 
E. Election of Officers:

1. Officers will be elected at the July meeting in all even numbered years.

2. Nominees for all offices will be selected by a nomination committee appointed by the president. Nominations may be made from the floor on the day of the elections.

3. Nominees for president should come from the present Executive Board, whenever possible.

4. The secretary and treasurer will be selected by the new president and approved by the membership.

5. Officers may be re-elected for the same or different offices.

6.  Officers terms-President: unlimited consecutive terms. Vice-President, Secretary, Treasurer: unlimited consecutive terms. Elections held every two years.
 


F. Resignation of Officers:

1. All offices vacated by the resignation of an officer, other than the president, shall be filled by appointment from the president. The appointment will last only until the next election.

2. In the case of the resignation of the president, the vice-presidents shall become a committee to appoint another president. The SCSCA members meeting attendees must approve the appointment or nominate and elect another president to serve until the next regular election.


 
VI. COMMITTEES:

Committees may be appointed by the president or elected by the membership.

 

VII. AMENDMENTS:
Amendments may be made by the vote of the majority of those members present.


 
VIII. MEETINGS:

A. A summer meeting will be held in conjunction with the annual South Carolina Athletic Coaches Association Meeting (SCACA) held in late July.

B. The winter meeting will be held in late October or early November.

C. A spring meeting will possibly be held in May.

D. All business to be conducted at a meeting must be submitted to member of the SCSCA Executive Board one week in advance of the scheduled meeting.


 
IX. SCSCA COACH OF THE YEAR:

A. Nominees/Nominations for SCSCA Coach of the Year must be current members of SCSCA.

B. President will prepare a document showing the following:

    1. 3A, 4A, 5A current year State Champions, Boys and Girls team (team and coach’s name) Identify if coach is SCSCA member.
           
    2. 3A, 4A, 5A current year State Runner-up, Boys and Girls team (team and coach’s name) Identify if coach is SCSCA member.
       
    3. 3A, 4A, 5A current year 3rd place Boys and Girls team (team and coach’s name) Identify if coach is a SCSCA member.
C. President will take nominations from the floor. 

D. Secretary will prepare ballots for Girls Team Coach of the Year and Boys Team Coach of the Year.

E. SCSCA members will vote for one Girls Team Coach of the Year and one Boys Team Coach of the Year.

F. SCSCA Coach of the Year Award recipients will receive a Plaque and Recognition at the next State Meets.

 
 
X. SCACA (South Carolina Athletic Coaches Association) COACH OF THE YEAR:

A. Nominees will be as follows:
   
SCSCA Girls Team Coach of the Year (for current year)
   
SCSCA Boys Team Coach of the Year (for current year)
   
2nd highest vote getter for Girls Team Coach of the year (for current year)
   
2nd highest vote getter for the Boys Team Coach of the Year (for the current year)
   
3rd highest vote getter for the Girls Team Coach of the Year (for current year)
   
3rd highest vote getter for the Boys Team Coach of the Year (for current year)
    Nominations from the floor.
 
B. The Secretary will put all nominees for this award on a google form ballot and will be emailed to all on the current SCSCA Distribution List. Voting will be tallied by the SCSCA President/SCSCA Secretary.


C. Recipients of the SCACA award will be notified by the SCACA office. This award will be presented at the SCACA at the Hall of Fame Banquet.


 
XI. ALL-STATE AWARDS

All-State will be selected after the High School State Championship Meet. The results from that meet will determine the candidates.
 
A. Any swimmer receiving a medal in an individual event for 1st, 2nd, or 3rd place will be an All-State athlete.

B. Any swimmer receiving a medal in a relay event for 1st, 2nd, or 3rd place will be an All-State athlete.

C. In the event of a tie for 3rd place, both athletes and/or teams will be eligible for All-State.
