    TEXAS SENIOR CIRCUIT BY-LAWS (Updated and Approved Nov 2023)  PDF

     

     

    1.  PROGRAM OBJECTIVES

     

    Organized and directed by professional swimming coaches, the TEXAS SENIOR CIRCUIT’S primary objective is to provide a quality senior-level swimming program in order to insure the best possible competition for all swimmers striving to compete in Sectional and above level USA Swimming Championship competitions.

     

    The TEXAS SENIOR CIRCUIT (TSC) seeks to provide the next level of competition above age group swimming for those competitors seeking national-level achievement.

     

     

    1. MEMBERSHIP 

     

    Any USA Swimming registered coach and athlete is eligible to join TSC.

     

    The TSC Board of Directors (BOD) will be determined annually at the conclusion of the Long Course (LC) season and will be decided by team scoring at the LC Sectional Championships.

     

    • The BOD will consist of the top five (5) scoring teams
    • The BOD will include the highest scoring team from Louisiana (LA); if an LA team does not finish as one of the top five (5) scoring teams
    • The BOD will include two (2) At-large teams decided upon by the TSC BOD
    • The BOD will include four (4) athlete-members selected/presented by the TSC BOD and will include one (1) athlete-member from LA
    • The BOD will include the top three (3) scoring teams from the USA Swimming Club Excellence rankings which did not score in the top five (5) at the LC Sectional Championship  
    • The BOD Chairman will be selected/approved by the TSC BOD
    • The selection of at-large committee members, if any, will be determined by a vote of the TSC BOD

     

    The committee members will take office at the conclusion of the fall meeting of the TSC BOD with the first order of business being to select a Chairman, Secretary, Treasurer, Time Standards Chairman, and fill any declined memberships and create any sub-committees deemed necessary.

     

     

    1. ELIGIBILITY

     

    All TSC competitors must be currently registered athlete members of USA Swimming.

     

     

    1. MEET BIDS & FEES

     

    1.  The TSC will adopt a yearly schedule once USA Swimming announces the annual schedule of competitions.
    2.  A $150.00 bid fee for all TSC meets will be forwarded to the TSC treasurer following the release of the TSC schedule.  The TSC BOD will vote/decide on which bid to accept for each scheduled TSC meet. (“B” was suspended indefinitely by the TSC BOD in 2020 due to the Covid-19 Pandemic)
    3. Each team entering a TSC meet shall pay a $20.00 team surcharge.  The host shall be responsible for collecting surcharges and sending them to the TSC treasurer. (“C” was suspended indefinitely by the TSC BOD in 2020 due to the Covid-19 Pandemic)

     

     

    1. OFFICERS & DUTIES

     

    1. The Chairman presides over all scheduled and unscheduled meeting, notifies the BOD at least 15 days in advance of any unscheduled meetings, and develops the agenda for all TSC BOD meetings.
    2. The Secretary shall:
    • publish minutes of all TSC BOD meetings
    • electronically distribute notices of all upcoming meetings to the TSC BOD and committee members
    • assist the Chair in preparation of agendas for all meetings
    • revise the TSC by-laws, as directed by the TSC BOD
    • assist the Time Standard Chair in the publication and distribution of time standards
    • research and complete reports for the TSC BOD
    • assist meet hosts in the development and proofreading of meet information, to ensure compliance with all TSC rules, policies and procedures
    • assist meet host in recruiting out of state/section teams
    • prepare any contracts for approval by the TSC BOD
    • assist the TSC webmaster in the maintenance and update of the TSC webpage
    1. The Treasurer receives bid fees for swim meets and meet surcharges from each TSC meet for deposit into the TSC account and develops an annual budget to be presented to the TSC BOD at the conclusion of the fall meeting.  The Federal Employer Identification Number (EIN) for the Texas Senior Circuit is 30-0737228.
    2. The Time Standards Chair monitors the demographics of the Short Course (SC) and LC Sectional Championships and prepares time standards based on those demographics, meet participation history and desired meet size.
    3. Athlete representatives from any Texas LSC or Louisiana LSC participating in any TSC competitions are welcome to participate in any scheduled and unscheduled meeting of the TSC BOD.  The athlete(s) will have voice, not a vote, at all meetings.
    4. The Meet Referee of each TSC meet will be invited to participate in any scheduled or unscheduled meeting of the TSC.  The Meet Referee(s) will have a voice, not a vote, at all meetings.

     

     

    1. DISSOLUTION

     

    Upon dissolution, the net assets of TSC shall not inure to the benefit of any private individual, unincorporated organization or corporation, including any member, officer or director of TSC, but shall be distributed to USA Swimming, to be used exclusively for educational or charitable purposes.  If USA Swimming is not then in existence, or is not then a corporation which is exempt under section 501 ©(3) of the IRS Code and to which contributions, bequests and gifts are deducible under sections 170© (2), 2055 (a) (2) and 2522 (a) (2) of the IRS Code, the net assets of the TSC shall be distributed to a corporation or other organization meeting those criteria and designated by the TSC BOD at the time of dissolution, to be used exclusively for educational or charitable purposes.
