We are excited you’ve decided to become a USA Swimming Junior Official! Becoming a Junior Official is a great way to get more involved with the sport of swimming.
Swimming officiating is a step-based, certified process. You are about to take the first step to becoming a Qualified Stroke & Turn official. We have created this page with all the steps you need to register through to becoming a Qualified Stroke & Turn official.

Requirements / Limitations
- To become a Junior Official, you must be either 16 or 17 years of age and be registered with USA Swimming.
- There is no additional charge to register as a junior official if you are already registered as an athlete.
- You will be required to be in good standing via a modified process and pass the stroke and turn certification test.
- You can only officiate at 12& Under sessions or meets that are below LSC Championship level and ones where you are not entered in to compete.
- While on deck, the ratio of junior officials to other officials can be no greater than 1:1.
- All communication between a Junior Official and non-junior officials, must include a parent. Please remember this if emailing a meet referee regarding working a meet etc.
1. Registration
- Create or Log In to your USA Swimming Account. Select types of memberships button and then should see 3 - premium athlete, junior coach, and junior official. Check Junior Official and progress through to payment. As you are already registered as an athlete, your Junior Official membership will be free. Create a login and password if you have not already have done so previously .

Access USA Swimming University by clicking on "EDUCATION" tab to complete the following requirements/required courses:

Take the Safe Sport for Youth Athletes (13-17) Training - may take up to 24 hours to show on your account profile

Take the Concussion Protocol Training (CPT) - *** email your completion certificate to [email protected] ***

Access USA Swimming University by clicking on "EDUCATION" tab to complete the following requirements/required courses:

Foundations of Officiating - *** email [email protected] when completed ***

Stroke & Turn Certification Course - *** email [email protected] when completed ***

Once the above process is complete you will be certified as a Stroke & Turn Apprentice (ST-AP)
2. Apprentice Training
- Sign-Up & work the required sessions at 12U swim meets or sessions where you are not also competing.
- Print out a copy of the Junior Official Apprentice Training Log (ATL), take it to the meet and have your trainer fill it in. Hand the ATL to the Meet Referee before you depart the meet for the final time.
- Begin communicating with the Officials Coordinator for Stroke & Turn apprentices ([email protected]) for progress and updates regarding your certification status.
- Once the above process is complete you will be certified as a Stroke & Turn Qualified (ST-Q)
