Starters are necessary for home meets only. 

This is an experienced role, usually done by a current or former coach or year-round swimmer parent.  Most frequently, the starter will work the entire meet. 

The starter works closely with the Announcer who calls the events prior to the Starter calling swimmers to the blocks and buzzing the start of the event.
