Oregon Swimming Official’s Recertification Requirements

Electronic Timing: Work at least 10 sessions in Oregon over two years; at least 4 sessions must be in the position of ET. These sessions must be from at least four different meets, one of which must not be hosted by the official’s home club. Successfully complete the USA Swimming timing judge recertification test.

Administrative Official: Work at least 10 sessions in the Oregon over two years; at least 8 sessions must be in the position of ET or AO. These sessions must be from at least four different meets, one of which must not be hosted by the official’s home club. Successfully complete the USA Swimming Administrative Official recertification test. Recertifying as an Administrative Official recertifies both AO and ET.

Stroke and Turn: Work at least 10 sessions in Oregon over two years; at least 8 sessions must be at S&T or higher position. These sessions must be from at least four different meets, one of which must not be hosted by the official’s home club. Successfully complete the USA Swimming Stroke and Turn judge recertification test.

Starter: Work a minimum of 10 sessions in Oregon over two years. At least 2 of these sessions must be at Stroke & Turn; at least 8 sessions must be at Starter or higher. These sessions must be from at least four different meets, one of which must not be hosted by the official’s home club. Successfully complete the USA Swimming Starter recertification test.

Referee: Work a minimum of 14 sessions at multiple locations over two years; 12 sessions must be in Starter, Chief Judge or higher capacity with at least 4 of these 12 sessions in a Referee position, and at least 2 sessions must be at Stroke & Turn. These sessions must be from at least four different meets. Ten of 12 sessions must be either in the Oregon LSC or as an Evaluator; the Officials Committee may grant exceptions to Referees for other, extraordinary circumstances. Successfully complete all parts of the USA Swimming Referee recertification test, which meets testing requirements for all positions. Concussion training must be completed annually to serve as a Referee, per Oregon law.

Trainer: For all positions – Participate in a minimum of four training opportunities within a recertification period, which may be either clinic presentations or on deck mentoring sessions. Beginning with recertifications at the end of 2020 (i.e. for 2021-22), all Trainers must attend a minimum of one Train-the-Trainer clinic every two years.

Master Trainer: Trainer recertification and 2 clinic presentations of any type within a recertification period.

Other Requirements:

1) Sessions: OSI/USA Swimming, OMS/USMS, YMCA sanctioned meets as well as season-ending high school (district or State) or college (conference or National) meets which have been approved for observation. High school or college dual meets may not be used to complete the session requirements.

2) Successful completion of an online test is a score of 80% or higher.

3) All officials must maintain current USAS background check and athlete protection training.

4) Officiating is a privilege, not a right. The Officials Committee may decline LSC recertification of an official who has engaged in unprofessional conduct, and it may take other actions as necessary to protect the integrity of competitions. For incidents subject to mandatory reporting to the U.S. Center for Safe Sport, an Official shall be suspended immediately and prior to reporting to the Center for Safe Sport, pending resolution by the U.S. Center for Safe Sport and USA Swimming.

5) The Committee may, at its sole discretion, require additional training as a condition of recertification.
