MWS 2024 Board of Directors Elections

Below are the positions that are up for elections and who currently holds that position.

General Chair= Betsy Purcell (not eligible for another term)

Administrative Vice Chair = Toby Rees (not eligible for another term)

Senior Chair-= David Nelson (Is eligible for another term)

Finance Chair = Jeff Steiner (is eligible for another term)

Delegate At-large (1 position) = Sam Bach (Is eligible for another term)

 

The Board of Directors works collectively within the organization to ensure the success of existing and future programming. Board positions are for a two (2)-year term.  Description of the available positions are listed below. Policies relating to election can be found in the current Midwestern Bylaws and Midwestern Policies and Procedures. We invite you to nominate yourself or other individuals for these Board positions. Please complete the online nomination form which will be shared with the nominating committee. 

Nominations need to be received at least 30 days prior to the spring HOD. This final date is waiting to be finalized and will be published on the MWS website when the HOD date is established.

It is important to note that Board of Director members must be members of USA Swimming and Midwestern Swimming in order to serve on the Midwestern Swimming Board of Directors. Current cost of membership if $80.00.  Elected officers must be registered by September 1, 2024.

Below are several highlights from Midwestern Swimming Red Book regarding nominations/elections. Additional information relating to election can be found in the Midwestern Bylaws and Midwestern Policies and Procedures.

Limitations - No more than two (2) members or coaches of any Club Member, Association of Club Members or Organization shall serve on the Board of Directors at any time. This limitation shall be applied separately as to Athlete Members and other Individual Members. Elected Athlete Representatives shall not be affiliated with the same Club Member or Association of Club Members.

Consecutive Terms Limitations - Except for the Treasurer, no Individual Member who has been to the Board of Directors and served four successive years shall be eligible for re-election to the same position until a lapse of two years. A portion of any term served to fill a vacancy in the position shall not be considered in the computation of this successive terms limitation.

Publication of Nominations - Nominations by the Governance/Nominating Committee shall be published by distributing a slate of candidates together with the positions for which they have been nominated to each member of the House of Delegates and to each Group Member not less than twenty (20) calendar days prior to the election. This notice may be combined with the notice of the meeting pursuant to Section 4.13 of the MW Bylaws where convenient.

General Chair
The duties of the General Chair include oversight of the management, business, operations, affairs, and property of MWS, supervision of MWS’s officers and agents, calling and presiding at BOD and HOD meetings, appointing committee chairs  and members with advice and consent of BOD, reporting to BOD all matters within his/her knowledge in the interest of MWS, and assuring the fulfillment of any LSC obligations to the Central Zone and USA Swimming. The General Chair will also serve as Chair of the following: Board of Directors Meetings, Executive Committee, House of Delegates Meetings, Hall of Fame Committee, Sanction Committee, and Personnel Committee. In addition the General Chair is a member of Finance Committee, Budget Committee, Swimmer Awards Committee. The General Chair will attend the USA Swimming Business Meeting as a MWS voting representative.

Administrative Vice Chair
The duties of the Administrative Vice Chair include conducting meetings in absence of General Chair, performing duties of General Chair upon his/her request or in the event of disability of General Chair, chairing and having charge of the business and affairs and property of Administrative Division, aiding in development of policy and the coordination of the activities of the officers and committees within the division, responsibility for creating and maintaining of MWS’s Policies  and Procedures Manual, and having direct responsibility for the following: Awards Banquet, Bylaws/Legislation/Rules, Club Development, Computer, Elections, Equipment (Office), Insurance, Legal Matters (General Counsel, if applicable), Membership/Registration, SWIMS, Personnel, Publications/Newsletter, Policies and Procedures Manual, Records/Top 10, Safe Sport, Swim Guide/Parents Manual, Secretary, Special Events. The Administrative Vice Chair will serve as a member of the Executive Committee and Finance/Budget Committee. The Administrative Vice Chair may attend the USA Swimming workshop.

Senior Vice Chair
The duties of the Senior Vice Chair include having charge of the affairs and property of the division that develops and conducts the senior swimming program, including development of long-range plans for swimming programs, serving as liaison to Athlete Representatives and Athletes Committee, assuring that Athlete Representatives elections are held in accordance with By-laws, monitoring participation in national and sectional meets for reimbursement purposes, and having direct responsibility for  Awards, Camps/Clinics, Diversity, Meet Evaluation, Meet Management, Meet Sanctions, Meet Sponsorship, Officials, Safety. The Senior Vice Chair will serve as a member of the following committees: Executive Committee, Budget (Finance) Committee, Sanction Committee, Athlete Representative Slate Selection Committee, and Swimmer Awards Committee. The Senior Vice Chair will attend the USA Swimming workshop.

Finance Vice Chair
The duties of the Finance Vice Chair include serving as the Chief financial officer of MWS who chairs and has charge of the affairs and property of the division that includes the Treasury function, the development and implementation of an investment program for MWS’s working capital, funded reserves and endowment funds, and the development and implementation of a marketing and fund-raising plan for MWS, serving as Chair of the Finance Division, preparing, with assistance from the Finance and Budget committee, an annual budget and present for approval by BOD and HOD, causing to be conducted the annual audit and causing the Audit Committee to review and recommend acceptance and appropriate action, being responsible for system of internal financial and accounting control, having direct responsibility for Audit, Budget, Finance, Marketing/Sponsorship, Swim-a-thon, Tax, Treasurer, and together with the Treasurer, having ultimately responsibility for MWS's compliance of public availability of information per the bylaws. The Finance Vice Chair will serve as Chairman of Finance Committee, Chairman of Budget Committee, Chairman of Audit Committee, and a member of Executive Committee and Personnel Committee

At-Large Delegate
The duties of an At-Large Delegate include attendance at both Board of Directors and House of Delegates meetings. In addition to their inherent powers and duties as members of BOD and HOD, the At?]Large Board Members shall have such powers and duties as may be delegated to them by the MWS Policies and Procedures Manual, the General Chair, the Board of Directors or the House of Delegates.
